Sažetak
Enhanced concerns are expressed by the World Health Organization as well as Port Authorities on the growing menace of harmful aquatic organisms and pathogens released from the ballast tanks of freighters engaged on international voyages worldwide. Management and control measures include minimizing the uptake of organisms during ballasting by avoiding areas where populations of harmful organisms are known to occur, by cleaning ballast tanks - removing mud and sediments that accumulate in tanks, which may harbour harmful organisms, and by avoiding unnecessary discharge of ballast. Ballast Water Exchange is the method currently used by all ships that are subjected to existing regulations. The biological effectiveness of Ballast Water Exchange has not been confirmed yet and it occasionally cannot be applied due to the safety concerns. Ballast Water Exchange operations must normally perform in deep water away from coastal shelves and estuarine influences. Various regulations and recommendations suggest Ballast Water Exchange at least 200 miles from shore or in waters deeper than 2000 meters. International Convention for the Control and Management of Ship Ballast Water and Sediment was signed in 2004. In 2004 Croatia legislate Navigational code and obligated to adopt regulation on management and inspection of ballast water in two years period.
