Sažetak
This paper is directed on the research of the ways of measurement of the quality of the services provided by the public sector with the emphasis on the higher education. Public sector is non-profit oriented ; it is used for the satisfaction of public needs of the population, it is important to satisfy tax payers with the quality of provided services and the effectiveness of the public sector. Business analysis methods, developed for the profit-oriented companies, are not adequate in public sector, it is necessary to define methods adjusted to the definition and the structure of the public sector. Most countries, in this case, develop performance indicators.
