Sažetak
So far a lot has been researched and done in the area of a common transport policy in the countries of the European Union. In this connection, the European Union accepted numerous projects and programmes, which have also been launched, as there is no competitive economy without a wel1-developed transport network. Transport is of essential importance for European economic competitiveness. This sector of economy represents more than 1, 000 milliard, which is 10 % above the gross domestic product of the EU. This sector also employs over 10 million of people. Transport also helps to bring citizens of Europe together and a common transport policy is one of the foundations of the building of Europe. The goals of the European Commission in the area of transport are put I down in the White Paper: 'European transport policy for 2010: time to decide'. The goals of the policy are to improve safety in road transport, to make safety the most important element in all modes of transport, to prevent hold-ups and to redirect transport to railway and inland navigable waterways, to solve the saturation of the skies and to re-establish a single European sky, to stand up for the rights of passengers, to ensure big qua1ity in transport services, to build large infrastructure projects, to control effects of globalisation, to open the international market of railway transport and in this way to ensure competition in services, etc. With re-establishing the balance between the interests of the national economy and the directions of the European Commission a foundation for designing the basic principles of the transport policy in the Republic of Slovenia has been laid. Thus, the transport policy needs to be carried out with the help of the provisions that will fol1ow the development of transport in the European Union.
