Sažetak
Data for Croatian returnees - statistics and surveys - show that main problems related to voluntary return and integration of refugees are: social networks and policy context in local communities, control over local administration efficiency, access to instutional support network and services. Otherwise well- meaning regulations cannot operate properly without bottom-up canopy.
