Sažetak
The harmonisation of product standards, technical regulations and certification systems are essential to the functioning of modern economies and is one of the most important instruments of the creation of the Single European Market. Technical regulation can raise the unit cost of production, transportation and trade, and therefore may inhibit international trade. To the extent that this occurs, standards, technical regulations and certification systems are considered technical barriers to trade. The introduction of the Low Voltage Directive (LVD) is only meaningful if it is an integral part of the reform of the Croatian Technical Legislation and of the accompanying institution-building process. The measure can be interpreted only in the wider context of changing the whole body of Technical Legislation and its enforcing institutions. The Study analysis winners and losers of introducing the LVD. The main winners of the implementation are the following groups of economic operators and households: • Importers of EU-made low voltage electrical goods, • Croatian manufacturers of low voltage electrical goods producing for the local market, • Individual and household consumers, corporate and institutional users, • Croatian producers of low voltage products which are already exporting to the EU. The main losers of the implementation are the following groups of economic operators and households: • Product certification bodies, • Small Croatian companies, • Non-EU producers exporting to Croatia and importers from non-EU countries, • Consumers of cheap electric products.
