Sažetak
The process of liberalisation and restructuring of energy market in Croatia started in July 2001 with adoption of the "energy laws' package": - Energy law - Law on Regulation of Energy Activities - Law on Electricity Market - Law on Gas Market - Law on Oil and oil Derivates Market, which are in compliance with the EU Directives and the Energy Charter Treaty. The laws established a legislative framework for energy sector regulation, including provisions for market opening, definition of market players and their roles as well as establishment of Croatian Energy Regulatory Council. One of the goals of the market opening is to facilitate equal, transparent and non-discriminatory conditions for every energy supplier, and to enable the consumers the right to choose their supplier. Further considerations of an open– market model: system safety and further development, public services, consumer relations, dynamics of the process of opening up market, market – size related restrictions. A considerable share of these activities relates to the definition of transparent regulatory mechanisms that would guarantee the implementation of regulation rules based on the law, and be carried out the adequate independent regulatory body The objective of this presentation is to show the role of CERC in the environment of global challenges and new administrative structure of the EU, for whose membership Croatia will apply in the foreseen future. It is important to identify challenges, risks and constraints that must be taken into account when talking about the contribution of energy systems’ restructuring in economic and environmental development as well as in approving quality of life. On one side energy is vital for economic growth but on the other side it may be harmful for the environment if it is not a source of new solutions.
