Sažetak
Since the early 1990s the countries of Southeast Europe have looked to NATO not simply as a security organization, but as the harbinger of a new era of stability, sustainable development and democratic prosperity in the region. Now, some of them are already NATO members, while others are on their way to membership. On May 2003, three NATO partner countries, Albania, Croatia and Macedonia, collectively signed a Charter of partnership with the United States of America, the Adriatic Charter (A3). It was a commitment on the part of the three countries to intensify reforms and mutual cooperation aimed at integration in NATO. Since then, the Adriatic Charter (A3) countries have collaborated at different levels of security and have collectively participated in NATO-led peace-keeping mission in Afghanistan. At the last summit in Riga, the heads of countries and governments of NATO members noted the progress of the Adriatic Charter countries in their joint declaration. Honoring the commitment of our peoples to join the Euro-Atlantic community, and looking forward to the possibility to fulfill their historic aspiration at the next NATO Summit in Washington, the Institute for International Relations in Zagreb, Croatia, the FORUM Center for Strategic Research and Documentation in Skopje, Macedonia, and the Institute for Democracy and Mediation in Tirana, Albania, as civil society organizations, have joined together in the Civil Alliance 08. This is an initiative for opening up the processes of NATO integration to our societies and region at large and for stimulating the non-for-profit sector in A3 countries to take relevant responsibilities and to be active partners of governments in the Euro-Atlantic integration. Civil Alliance 08 promote A3 framework as a platform for regional integration and political and security cooperation and for catalyzing reforms. The Civil Alliance also work in partnership with the governments of Croatia, Macedonia and Albania in support of their international efforts to increase the visibility of our reform efforts and gain support for NATO membership. In cooperation with governments and national and international organizations, the Civil Alliance 08 support and coordinate the efforts of civil society in the region, as a yet not institutionalized dimension and complimentary component of the Adriatic Charter. Each of partnering organization commits itself, under the auspices of the Civil Alliance 08, to coordinate nationally a “ Framework for Action” for non-governmental organizations that will promote their synchronized, long-term commitment to monitor and advance the principal standards for the Euro-Atlantic integration of our countries: strengthening of democratic values, fighting corruption and organized crime, security sector transformation and fostering good neighborly relations and regional cooperation.
