Sažetak
National parks, nature parks and other protected areas have their specific natural values for which they have been put under high level of protection. Water resources in such areas, particularly those in karst, are commonly the most sensitive components of nature. Changes in water regime, specifically those caused by direct anthropogenous impact on catchment, generate undesirable and sometimes irreversible changes on other protected area components as well. Therefore, one of the major reasons for designation of protected areas is protection of water resources. However, water resources in protected areas cannot be observed separately from other catchment components. The protected area management is a part (a very important one but still a part) of integrated water resources management in a catchment area. Implementation of the integrated water resources management concept relies on sufficient information and ability to forecast hydrological processes and changes in such areas, which may be determined on different temporal scales and levels. To illustrate importance of the integrated water resources management in protected areas, the present paper analyses several characteristic low water issues related to water resources in several protected areas in North Adriatic Dinaric Alps hinterland: Plitvice Lakes National Park (area 294.82 km2), Risnjak National Park (64 km2) and Ucka Nature Park (160 km2). The problems in water resources management encountered during the periods of drought are most serious. Generally, the present precipitation decrease and temperature increase trends affect ever more prominent regional trends of decrease in both mean and even more in minimum flows. During dry periods, extremely low waters are recorded when the natural inflows are lower than needed to ensure the environmental stability of the water system. In order to protect the water systems under such conditions, extraction of water for different uses is limited, and care is taken of a need to ensure the environmentally acceptable flow (EAF). Numerous approaches are used to determine the environmentally acceptable flow, and the hydrological component is particularly important (Bonacci, 2003). The present paper highlights particularly the hydrological aspects of low waters in the selected protected areas in analyses of characteristic flow data trends and evaluation of the environmentally acceptable flows.
