Sažetak
The construction of sewerage system, treatment plants and submarine outfals designed for the development of coastal urban areas usually represents a long-lasting and significant investment with aim of improving environmental consditions of the coastal areas. The investors must have answer to the following quations before starting any activities: how environmental conditions of coastal sea can be improved with limited budget and what is the optimal timing of investment regarding the final concept of the infrastructure for the pollution control? Providing answers to these questions is neither an easy nor simple task. Consequently it is necessary to apply system engineering procedure and adequite optimization techniques. This paper deals with the policy of planning the pollution control infrastructure in the Kastela Bay region.
