The basic path for development of tourism in Slavonia and Baranya should start from creating high quality tourist offer in the so-called green, production region (continental Croatia), towards the so-called blue, consumer region (seaside Croatia), where the Vc Corridor would be the lifeline for development of tourist offer of Slavonia and Baranya. With construction of the E-73 expressway, the region of Slavonia and Baranya will not only be connected to the south of Croatia, but there is also a possibility of connecting to all European regions through the existing European corridor network, to which the A5 expressway is connected. With better connections, this Region will inevitably experience a revival and expand its existing tourist offer which should in the future become a framework for creating a whole, integral tourist product. Key words: pan-European Vc Corridor, tourism, Region of Slavonia and Baranya, development Introduction Today, when Republic of Croatia is at the doorstep of the economic community of developed European countries, the strengthening of our own identity and our potential is becoming crucial for survival in the world where global competition is at its peak. The Region of Slavonia and Baranya has all prerequisites for equable agricultural development and the development of rural tourism. The tradition, land, climate, waters, natural beauties, well preserved heritage, the people - those are just some treasures hiding in this area. By gaining the status of candidate country for the EU membership, Croatia also got entitled to use the money from pre-accession funds, total of 265 million EUR for the period of 2005-2006. The Region of Slavonia and Baranya needs to use this opportunity by applying for projects of rural development. Offered funds can be also used for the development of rural tourism. Since the main prerequisite for the development of tourism is a high quality of infrastructure, the construction of Corridor Vc will help to create a new image of this region a place where every man will want to live. Rural Tourism The Future of Slavonia and Baranya The Region of Slavonia and Baranya is a lowland area bounded by three major rivers Drava, Sava and Danube, with marshlands in Baranya, moderate climate and with people who are full of ideas, but they only need encouragement and, even more, advice from its government on how to manage projects. Rural tourism is the future that has already arrived. But the current inadequate tourist capacities in this region are its main problem today. Traditional forms of rural tourism include: Accommodation (hotels, hostels, self-service, camps etc.); Agro-tourism (accommodation with an offer of ones own products); Gastronomy; Sight-seeing of exciting places and landmarks (vineyards, parks, monuments, castles etc.) Offer based on informal forms of tourism (horseback riding, bicycle routes, jogging paths etc.). The tourist offer in rural area can be manifested through various types of tourism: Farmhouse tourism Regional and residential tourism Sport-recreation tourism Health tourism Educational tourism Transit tourism Camping tourism Continental tourism Cultural and religious tourism Hunting and fishing tourism Wine and gastronomy tourism Eco-tourism etc. According to the elements mentioned above, it is obvious that rural tourism in this region has a great potential for quality and even development, since the Region of Slavonia and Baranya has all of these prerequisites. In spite of all the prerequisites that this region possesses, the fact stands that the Region of Slavonia and Baranya, according to the data from the year 2004, notes a decrease in number of arrivals and overnight stays of tourists, compared to the year before (See Table No.1) Table No.1 Arrivals and overnight stays of tourists in the region of Slavonia and Baranya Region of Slavonia and Baranya2002.2003.2004.arrivalsovernightsarrivalsovernightsarrivalsovernightsSlavonski Brod Posavina County13.95226.00117.33937.49217.48434.229Osijek-Baranja County51.827116.58454.901115.53753.510110.939Po~ega-Slavonia County4.4988.1085.75710.8515.79811.239Virovitica-Podravina County3.67710.1994.30213.9305.51414.125Vukovar-Srijem County22.48652.43921.56847.33924.65043.517Region total:96.440213.331103.867225.149106.956214.049Source: Dr~avni zavod za statistiku; Statisti ke informacije 2005; Zagreb, 2005, p. 98 It is visible in this table that the number of tourist arrivals increases year after year but the number of overnights in a downfall. The number of tourist arrivals in this region, according to the data from the year 2004, makes only 1.13 percent of total number of tourist arrivals in Republic of Croatia. The reasons for such a small number of arrivals to the Region of Slavonia and Baranya lies in poor road infrastructure, which represents the main factor of development of tourism. It is interesting to see the ratio between domestic and foreign tourist arrivals in the next table. Table No.2: Ratio between domestic and foreign tourists by arrivals and overnights in the year 2004 Region of Slavonia and BaranyaDomesticForeignarrivalsovernightsarrivalsovernightsSlavonski BrodPosavina County9.68022.3897.80411.840Osijek-Baranja County41.00285.20212.50825.737Po~ega-Slavonia County4.3438.5971.4552.642Virovitica-Podravina County4.72912.3297851.746Vukovar-Srijem County17.58932.3837.06111.134Region total:77.343160.90029.61353.099Source: Dr~avni zavod za statistiku; Statisti ki ljetopis 2005; Zagreb, 2005, p. 721 It is obvious that the most of the tourist arrivals are domestic. Domestic tourists make 75 percent of total number of tourists who visited this region and stayed overnight. When we look at the big picture, the number of domestic tourists in this region is about 5 percent of total number of domestic tourists in Republic of Croatia, while the number of foreign tourists in this region is only 2 percent of total number in Republic of Croatia. When we look at the number of overnights, the number of domestic overnights is only 0.6 percent of national number, while foreign overnights make only 0.1 percent of total number of foreign overnights in Republic of Croatia. It is also interesting to look at the table that shows which countries on Corridor Vc route have shown the biggest interest for visiting this region. Poland is included in this table because of the recent increased interest for visiting our region in this country (See Table No.3). Table No.3: Arrivals and overnight stays of foreign tourists by nationality in the year 2004 Region of Slavonia and BaranyaBosnia and HerzegovinaHungaryPolandarrivalsovernightsarrivalsovernightsarrivalsovernightsSlavonski Brod-Posavina County533930176238153357Osijek-Baranja County1.8323.415495754251363Po~ega-Slavonia County647753743131Virovitica-Podravina County14618522811Vukovar-Srijem County33950212217190114Region total:2.7824.985 9311.465526866Source: Dr~avni zavod za statistiku; Statisti ki ljetopis 2005; Zagreb, 2005, pp. 722-723. It is visible in this table that the highest number of tourists, in most of this regions counties, comes from Bosnia and Herzegovina, while tourists from Hungary make the most in Virovitica-Podravina County. Compared to the total number of tourists on national level, tourists from Bosnia and Herzegovina that visit this region make 1.7 percent of total number of tourists coming from that country (0.7 percent of total overnight stays), tourists from Hungary make about 0.2 percent (0.07 percent of overnights), while tourists from Poland also make 0.2 percent of total number of Polish visiting Croatia (0.07 percent of overnights). The main reason for small number of domestic and foreign visitors in this region, even though there is increased interest for Continental Croatia and rural tourism in our country, lies in poor marketing campaigns for this part of our country and in poor traffic infrastructure. Besides those two main reasons, some other obstacles prevent the development of rural tourism, such as weak competitiveness of this sector on the market, undeveloped rural infrastructure, constant emigration, unfavorable age and training structures and centralized government/management system. While main strengths and advantages of this region are natural conditions (climate, natural beauties), its big weakness is the lack of infrastructure (poor traffic connection). The potential possibilities are numerous. One of those possibilities is the development of rural tourism and agro-tourism because this area has rich cultural heritage and well-preserved environment, while another possibility for this region is open by new trends in tourist demands. The Impact of Pan-European Corridor Vc on the Development of Rural Tourism in This Region Corridor Vc is not just some new road, but it also brings new people, shopping centers, warehouses, plants, capital. But this new capital can present to the world the one thing we are very proud and fond of our natural wealth, our autochthonous products, our customs and cultural heritage. The fact is that the Corridor Vc will affect the number of tourist visiting this region, since the development of quality traffic infrastructure is the main prerequisite for their arrival. The best proof for that is the increase in number of tourists visiting NP Krka after the construction of A1 Zagreb Split expressway, where the number of visitors has significantly increased, compared to the year before (See Table No.4). Table No.4: Number of visitors in NP Krka in the seasons 2003, 2004 and 2005. Since the margin between the year 2004 and 2003 is rather small, we can conclude that one of the reasons for that increase was the construction of the expressway. And if we know that the increase of visitors in NP Krka is somewhat connected to the opening of A1 expressway, it is obvious that the construction of Corridor Vc should bring more tourists to our region too. Rural tourism in the Region of Slavonia and Baranya has a great potential of becoming a successful economy branch because it systematically preserves natural and cultural heritage, and on the other hand, it also allows realization of economic benefits, together with bringing prosperity to the people in this region. In present conditions, the planned Corridor Vc expressway that will run through this area will represent the lifeline for creating quality tourist offer in this region. It is necessary to invest additional funds into quality advertising and to construct supporting roads along the corridor.
