Sažetak
Various researches that focus on cultural sector in Croatia, inevitably lead to the same issue of transitional effects and the supposedly transforming roles of the governing bodies of culture, cultural institutions, organization, education, basically the whole cultural structure and the way it interlopes and integrates itself in the community and society. The stance taken by numerous researches and cultural practicioners is that transitional processes are still underway (Švob-Đokić, 2004). Indeed, the shift from the state to the market place has been made in slightest extent, as cultural institutions and majority of artistic organizations remain finacially secured under the state or local authority. Still, the differences and links between state and market place are largely misread ; government funds and subsidies are treated as righfully deserved, whereas market income is considered to be a result of vast efforts invested in gaining and preserving sponsor bonds and donations or attracting tourists. It is still to be realized that state subsidies are actually sourced from the market place – the tax payers, rather large groups of people, whole communities create the largest market share of investors in the culture sector. Indeed, much of cultural sector in Croatia is still sector of public services for citizens hence hold rather significant social importance and responsability (Čopič, 2004). For this reason, communities and populations, being local or national, should represent the principal market niche to which cultural sector, including the funding bodies should target thier activities to and enable greater access to the arts and culture. In accordance, national, regional and local governements in many countries have developed different mechanisms, commisioned various evlauation studies and engaged in setting policies that will provide more efficient and effective communication with the tax paying communities in order to deliver best services for the funds invested. This has been reflected in the growing trends in decentralization which aim to bring policies custom-made to meet the needs of respective communities, enchance their identity and position, thus strenghtening cooperative ties on regional, national and international level. Most agreeable method of setting appropriate policy documents is by proposing Strategies for Cultural Developement. This paper will attempt to put cultural strategy into national and local context in Croatia and introduce such initiative that has been recently undertaken in Dubrovnik, Croatia. It will present the background reasons for and aims of proposing Strategy for Cultural Development of the City of Dubrovnik.
