Sažetak
One of the most important segments of the financial market, which is also part of the capital market, is the system of old-age pension insurance, including the operation of pension funds. Croatia is now preparing for a reform of its pension system, with two main objectives in mind: first, to stabilize the pension insurance system and enhance user security (securing the regular inflow of funds and improving the living standards of pensioners) ; second, - as a precondition for the first - to establish pension funds as a way of stimulating savings, which could then be used to finance development. This means that pension funds should become investment funds, effectively managed to create surplus value (i.e., profit) from investment, as has long been done in the developed countries. In order to achieve this, the reform of the pension insurance system is designed to proceed along two separate tracks: the first is a reform of the method of securing funds for the payment of pensions and the second is the education and training of future pension fund managers. The reform is being prepared with the collaboration of foreign consultants, for which purpose a loan has been obtained from the World Bank.
