Sažetak
The principle goal of this paper is to identify challenges that the EU accession process poses in front of Croatia in the area of Environment, which is one of the key topics in accession negotiations. In order to provide better understanding and bring necessary insights the paper starts by analysing legal framework of the EU environmental policy as well as some general characteristics of that Union policy. Then the focus is shifted towards challenges faced by the Central and Eastern European (CEE) countries in aligning with the EU environmental acqis. Experiences of these countries (now new member states) bare much relevance for Croatia because it shares with them the legacy of communist past and many structural features. The largest part of this article is devoted to observation of the legal, institutional, financial and other challenges encountered by Croatia in the ongoing process of aligning with the EU environmental acquis. The general objection is that Croatia lacks clear environmental strategic visions stretching beyond the date of accession and that the accession process lacks transparency.
