Sažetak
Precipitous development of new technologies and emergence of digital cultures has intensified the constant flux in the aesthetic production - the overwhelming introduction of new arts forms and mediums along with the convergence of disciplines show that the sphere of art is being redefined along with the boundaries between art, artistic production, arts education and policies on art and culture. As artistic production rapidly evolves, the question arises whether the associated structures follow its growth – do they progress, do they expose themselves to the risk of adopting innovative approaches to dealing with kaleidoscopic environments? Out of all public policies and systems, arts education and cultural policies can be distinguished as key resource structures that support and assist artistic production on their path from creation to presentation – while arts education provides the knowledge and skill base for creative activities, cultural policy provides for artistic content and activity to find its position in the wider public context. This paper will attempt to define the status of arts education in the framework of European cultural policies - it sets out to identify and investigate cultural policy grade of relevance in the discourse on European public policies and examines the position arts education has in the European cultural policies structure along with the relations between cultural policy and arts education. One of the main purposes of the research presented in this paper is to identify whether educational policies and cultural policies do connect in the domain of arts education. It also brings an overview of cultural policies provision for new technologies and innovative art practices. Finally, paper proposes a debate based on the fact that there is a considerable disproportion between recent European tendencies on placing a strong emphasis on creative sector and importance of creative workforce as building blocks of prosperous economy and the fact that policies concerning arts and culture are yet to be brought in from the margins of European public policies discourse.
