Sažetak
In the process of creation of organizational capabilities and core competencies, input elements constitute of basic resources and employees with assigned knowledge domains. Competencies on the organizational level, as functional attributes as well as ingredients of business processes, result through exploitation of resources, with certain core products and, at the end with corresponding level of organizational competitiveness. For the success of a firm, competitiveness has critical importance. On the example of an IT organization it is possible to identify two main model groups, the application of which impacts competencies development on personal as well as organizational level. Between the levels of individual competencies and well known models (ISM, SFIA) for development of (IT) skills and knowledge, it is possible to establish connection in the context of general personal competencies management. On the higher, organizational level, the similar analogy stands for models of process management in IT organizations (CMM, ITIL) and organizational competencies development management. Relevant models afford possibilities of establishing state indicators and by that, possibilities of quantitative representation of organizational capability levels referring to quality of processes and competencies. The goal is to propose, by reinterpreting standard IT organization models rules, a methodological framework for personal and organizational competencies development management in modern organizations. Thereby these models attain the role of measurement tools in determination and management of organizational competitiveness.
