Sažetak
The current structure of a social care system in Croatia, although mostly legacy of the Yugoslavian communistic government, through the last decade has experienced a number of normative, organizational and practical changes. These changes are mostly visible in the Law of Social Care (1998.) that is trying to harmonize social care system in Croatia with the systems of western European countries. But, in that aim, the Law of Social Care is just partially successful: the elements of initiation civil society organizations in the social service delivery aria as well as rudiment decentralization can not be evaluated, not even as a brave attempt, to make this important part of a society, more modern and successful. Therefore, in the year 2005. at the government level, the process of conceptualization of serious and entire reform of social care system has been started. In that process, two main goals were set: 1. to modernize activities of social organizations and institutions 2. to upraise the level of efficacy in delivery of social services on state, regional and local level as well as at the level of private, state and civil organizations. Till the end of 2003. the concept of the reform was finished and within the 2004. his implementation was supposed to get started. Due to the political changes implementation was not initialized as it was planed and the process of implementation become actualised in 2005. The reform process of the social care system in Croatia will initiate a reconsideration of a number of administrative processes in social service delivery process as well as it is going to encourage and challenge the social work educational system.
