Sažetak
The paper provides a brief comparative analysis of the main R&D and HE indicators of Croatia and selected European and Western Balkan countries in order to stress the role of those indicators for the process of the European integration and structural adjustment to the knowledge-based economy. The paper concludes that the failure in establishment a comprehensive and sound statistical system on R&D and HE in Croatia reflects an obsolete development policy oriented towards industry without science and science without its technological application. The progress in national support to R&D statistics and its use for analytical purposes i.e. monitoring, evaluating and benchmarking should be a first mark of a shift in mental frames towards innovation oriented policy capable to withstand the knowledge-based competition of the European markets
