Sažetak
The European Parliament temporary committee on Maritime Safety observed that 80 % of all marine accidents involves human error. In author's opinion the delivery of national legislation in the field of training does not ensure a consistent level of training required in the interest of safeguarding environmental protection of the area.- The paper analyses the Directives 2001/25/EC of the European Parliament and the Council on the minimum level of training of seafarers, as well as a work of the European maritime safety agency to introduce a centralized and harmonised procedure for community - wide recognition of certificates issued by third countries which comply with the International Convention on Standards of Training, Certification and watchkeeping for Seafarers (STCW), 1978/95 in order to improve the environmental management in the coastal area.
