Sažetak
The techniques of planning applied today are not the ones usually used in construction, but only adjusted for certain participants in certain project development phases. Their budgets treat all working resources the same, regardless of their importance. Their criticism is revealed in the process of optimizing network plans, but it is usually very complex and minimized when implemented. It is known that, especially in low building and main operations in high rise buildings, activities on the critical path are mostly conducted with construction machinery. The planned (practical) effect of machines strongly depends (mostly over 50%) on various conditions (calculation through many coefficients), which have to be set through accurate planning. This article observes the possibility for creating a budget in the realization of a project in two phases according to the critical condition of resources. First of all we have to determine the duration of activities or the quantity of work with critical resources, considering all the foreseeable influences, and then distributing the others. We can complete some optimization procedures while doing that, including the selection and eventual conversion of some resources. The first and second phase of the calculation can be conducted within consecutive intervals or one by one on the level of the entire plan. That is important for cases of updating when urgent action is required according to the new plan.
