Excerpt from the preface by Frncisco Orrego Vicuna, president of the Institute of International Law: "Professor Budislav Vukas has rendered an important service to the Institute of International Law in leading its work on the subject of Humanitiarian Assistance. His contribution as rapporteur of the Sixteenth Commission made possible the adoption of an important resolution on this question at the Bruges Session in 2003. (...)//The many needs and difficulties of international humanitarian assistance provide a background that justifies Professor Vukas's conclusions that peoples have a right to humanitarian assistance on the part of the local government and the international community as a whole. The requirements of humanitarian assistance offered and provided bona fide and without discrimination, are of the essence of the resolution adopted in this matter.//As the work here published and the resolution adopted evidence, there is a prominent role for international law to orderly facilitate humanitarian assistance, putting it above issues that might divide donors and recipients. (...)//The meaning of Professor Vukas's work and the Institute's resolution, will no doubt significantly contribute to the progressive development of international law in perfecting the rules that are directed to assist peoples, particularly the most vulnerable groups, to achieve the better prospects of life that they much deserve."
