Sažetak
Croatia is currently experiencing a rapid process of socio-economic change. With well-educated work force it suffers from high unemployment, bureaucratic inertia and poor track record of restructuring sectors such as public administration, agriculture, education. It is strugling to retain its professional and academic elite, but it is also keen to attract the return of some of its well educated worldwide diaspora. This is increasingly difficult as Croatian diaspora loses its homeland identity after 2-3 generations. The EU candidate status will provide opportunities for those members of the Croatian diaspora, who have raetained (or are eligible to apply for) the Croatian citizenship to work and reside in the EU.
