The author analyses the new postcommunist or pseudo-democratic totalitarianism. He characterizes it as a type of political system under which an overall control over the individual and society is exercised, not through ideology as earlier, but through other equally effective means, as nominally democratic procedures, which exert total control over and act to deform both the objects of power and social processes in general.
