Sažetak
Under the legislation of the Republic of Croatia (and also according to the laws of the countries of the European Union), every more serious investment requires the making of an Environmental Protection Study. An important part of this Study is the presentation of the relation of socially-economic and ecologic indicators through the prism of costs and benefits. It is not an easy task to set up the permitted limits for the integration of technological innovations into the surroundings. Every investment has both useful and harmful implications on the environment. Direct implications (in the literature referred to as: measurable, financial, economic or market implications) can be determined more or less exactly. The problems arise in the assessment and evaluation of the indirect implications (in the literature referred to as: immeasurable, non-economic, ecological, non-market implications). This paper includes the presentations of some of the indirect costs assessment and evaluation methods (WTA, WTP, Method of Evaluation by Experts) as well as of the short-term and long-term influences on the environment depending on whether we analyze the situation during the operation (construction) itself, or the situation in the course of the utilization of the investment. Sustainable development requires production investments that effectuate profit from which new investments must be made into the environmental protection as a condition for sustainable development, which, all together, makes a closed circle. The constantly growing importance of Environmental Economics (which, in our country, is a relatively new scientific discipline) arises from the fact that the world as a whole has no alternative. .
