Sažetak
In this article, the author notes the importance of a reconstruction of society and the state, based on a conception of development and/or improvement of society as a subject of culture and civilization (society and state). The constitution of the Republic of Croatia, as a basic framework for social organization asn social existence, cannot be realized without a concept of development. This is a necessary condition for the restructuring of the eceonomy as a process of materializing social relations and a condition for the just inclusion of Croatia in European and world integration. Economic policy cannot substitute for the economic system, and monetary policy cannot substitute for economic policy and economic system. The is the problem of the society and government of the Republic of Croatia and all its citizens, because self-concept, time concept and space concept presuppose and include the necessity of a concept of social development.
