Sažetak
The analysis of Intelligent Transport Systems (ITS) indicates two primary reasons for implementation of substandard ITS solutions: (1) deficiency in integration of expert, hardware and software levels, (2) insufficient representation of the time component in the development of system solutions. The aim of this paper is to demonstrate how system approache (primarily through the expert component and the stage approach as a significant component of time) can identity critical positions in the development of ITS services with respect to achieving their complete efficacy.
