Sažetak
The congress dealt with the topic of external relations of the EU and the Member States, competence, mixed agreements, international responsibility and effects of international law. Due to the fact that Croatia is not a Member State, some questions could not be applied to Croatian position and were, for that reason, difficult if not impossible to answer. Nevertheless, Croatian national rapporteurs tried to approach such questions from a different angle – the one of an associated state on its way to EU accession.
