Sažetak
Article 62 of the Constitution of the Republic of Croatia determines the responsibility of the state to protect youth and to create social, cultural, educational, material and other conditions that will promote and enable the fruition of the right to a dignified life. Along with that, the Council of Europe initiated the development and creation of the National Programme of Action for Youth as part of Croatian accession to the European Union. The Croatian Government was assigned the task to regulate the position of youth – as the future power of social development. The Programme determinants: • National youth policy according to several key areas: education, employment, information technology, social policy, health, political participation and leisure ; • Strategy for implementation of national youth policy ; • Action programme (measures) ; • Recommendations to non-governmental organisations and local and regional self-government. Apart from the recent practice in youth related organisations, this paper will give an insight into current trends of above mentioned youth issues development on the basis of three surveys conducted in Croatia: the Youth and European Integration, Youth in Croatian Local Government and Social Status, Problems and Needs of Youth. It will also highlight the need for partnership between the youth and the government that would enhance the position of the young and also stimulate improvement in society as a whole. In this respect, this paper reveals the practice of governmental and non-governmental youth related sector and gives recommendations for future improvement.
