Sažetak
The contemporary institutional theory's concept of school organization argues that social entrepreneurship is important in that it implies a blurring of sector boundaries. The complexity of collective decision-making may be simplified by considering an analytical strategy useful in making decisions on social issues. Following Chubb and Moe's /3/ opinion that educational "market system is built around decentralization, competition and choice", variety of approaches to organizational change in transitional circumstances might not be identified only as a political reform. If decentralization is designed to make educational systems more responsive and accessible, we may talk about radical educational reform that introduces a new system of public education. In practice, school-based management (SBM) is better than centralized management. Its purpose is to increase creativity and responsiveness to community needs and values.
