PROBLEM TO BE SOLVED: To provide a new water-resistant polymer composition which has a functional network structure and helps the holding of an active ingredient with a small dose of a polymer. SOLUTION: This active ingredient-holding composition containing one or more polymers having network structures is characterized by follows. The polymer or polymers are dispersed in an oily phase in an amount of 0.01 to 10 wt.% based on the total amount of the composition. The polymer or polymers further contain one or more associating agents and one or more active ingredients. The viscosity of the oily phase of the composition is at least 10 poises under a shear stress of 1, 000 dyne/cm<2> .
