Sažetak
Considering the current trend toward the globalization of business and the need for geographically distributed product development, marketing and training, it is important to develop tacit domain knowledge. New tools such as the Internet virtual reality, used in support of new global industrial initiatives, can only be implemented effectively with adequate knowledge. Technology may be transferred in several ways, but its ways involve same training or human resource development. In board terms the distribution of global market power/influence is predicated to a degree on the basis of technological "haves" and "haves not" (Kennedy, 1993). Human knowledge, skills and the capacity to communicate effectively are used, not self-reflectively, but as instruments of problem-solving, control and economic influence (Ashley, 1980). Technology is a direct expression of human interaction with the world and as such, represents a link between thought and practice. It is estimate that we are moving towards a networking learning economy, where the opportunity and capability to access knowledge and increase learning capacity will determine the relative success of individuals and firms. The support from the foreign partner in developed economies is positively related to management learning in emerging and transition economies. However higher levels of technical support provided by the foreign partner to the transitional economies. This paper investigates the antecedents of knowledge ambiguity: tacitness, asser specificity, complexity, cultural distance and organizational distance. After a short introduction to the theoretical foundations of the approach Section 2 clarifies the question "To whom do employers run when they need knowledge support, who is engaged in shaping the interface between science and industry?". Section 3 analyses the competitive nature of knowledge transfer and the process of organizational leaning between partners, which constitutes a fundamental challenge for "westemer" and their eastern partners. What is not quite clear to leaders however is exactly how to develop and leverage human capital in support of business needs. Consistently, tacitness emerges as the most significant determinant of knowledge transferability. This paper addresses how to develop a human capital system to encourage the development of entrepreneurial skills in transition/emerging economies. There is an old proverb that states, "feed a man fish or teach him to fish ". The economic and political disparity between developed and transition/emerging economic could be viewed in a similar manner. The intent of this paper is to illustrate a means to encourage knowledge sharing between countries, organizations and individuals in developed economies with their counterparts in transition/emerging economies.
