Bulgarian Ministry of Agriculture, Forestry and Agrarian Reform (MAFAR) is responsible for agricultural and forested land restitution and maintenance of agricultural land register including the relevant digital maps. However the software, which is used for this purpose is out-of-date and is not able to respond to the new requirements toward data management and security. Expertise covers IT specification, beginning from describing the current status of the IT at the MAFAR as a information support to the process of land reallocation and maintenance of the land reallocations plans to the final system overview. The system should support MAFAR in preserving and upgrading the agricultural land register during the transition period toward unified cadastre and property registration system, as well as technological basis towards a multipurpose GIS (including forest, vineyards, orchards, etc.) and land consolidation. 2.1.1 The Objectives The main objectives of the information system are: • Loading and exchange of information on agricultural land register and relevant digital maps currently stored in MLC and in MAFAR (FERMA files). • To facilitate the use of resources for the creation of Cadastral Data Base • Inquiry the system to retrieve geometric and semantic information with respect to quality criteria (integrity, up-dateness, completeness, accuracy ) • Maintenance of geometric and semantic information • System management – developing of user interface for managing data bases (creating, backup and recovery of cadastral data, logging and transactional reports, etc.) • Unique Property Identifier (UPI) generation • Regulation of the access to the system – developing of interface for defining and changing users’ and user groups’ access rights • Manage connectivity between MLC, MAFAR, and Cadastral Agency (data exchange with paper, external media, modem, direct connection and Internet) • Handling the main workflow between MLC, MAFAR, and Cadastral Agency The main objective is the development of integrated system in combination with the development of a framework for the introduction of parcel based Title Land Registration System.
