Sažetak
Great cormorant (Phalacrocorax carbo sinensis L.) was classified as a winged game in the Republic of Croatia, until year 1976, when the Nature Conservation Act (year 1976) proclaimed this bird species as protected. The State authorities were obliged for the compensation of damage caused to the fish producers by the Great Cormorants. Neither science nor judicial practice has found recognizable and firm models or experience in asserting the objective damages. The Regulation on bird species protection (year 1995) claims Great Cormorants as protected in Croatia, except at the commercial fishponds. The Act on carrying the weapons (year 1997), decree dispossessing of all fire-arms from the guardians at the fish farms, which are now being protected from the fish-eating birds only by non-lethal methods. The Croatian Ministry of environmental protection and Ministry of agriculture and forestry supports the proposal of fish producers that carp fish farms, which are extended to 11.500 ha, needs to be protected as a part of the ecological network of waterbirds habitats. Their ornithological importance is much higher compared to amount of compensation damages.
