Sažetak
The Government of Croatia has initiated a modernisation-oriented public administration reform process, aimed at preparing the country for the accession to the European Union. Together with already indicated activities on re-organization by merging a number of ministries, reducing the number of Cabinet posts, and reducing the number of institutions that report directly to the Government, one important step is to review current functions in overall state administration. This projects "Consultancy Services for Functional Reviews and Implementation of the Pilot Project in Croatia" is one of the first steps to support the activities undertaken by the Central State Office for Public Administration (CSOPA), related to the reorganisation of state administration with the purpose of acquiring the standards and efficiency of state administration of the European Union countries. Based on the work plan from the Inception report this document contains the results of the first contacts with two ministries and two offices of state administration, information on realisation of the first workshop (presentation of the methodology of functional review to the representatives of chosen administrative bodies), the short elaboration of gathered documentation (organisational schemes, statutes, regulations) and activities on the preparation, distribution and assistance with the questionnaires from the functional review methodology (SWOT, PESTLE analysis, strategic and mid-term goals definitions, and identification of the functions in the two ministries and two offices of state administration on the county level). Moreover, this report includes as much as possible, preliminary observations and findings that will be developed and tested in the next project period. At the end of the report the main future activities are listed. In the annex of the Interim report there is the Methodology for Horizontal Review of the Development of Policy and Legislation in Ministries.
