Sažetak
The functional review methodology detailed in this paper provides a vehicle for all parties to critically examine each aspect of the analytical framework. It seeks to provide senior managers with a logical framework and the tools and techniques required to address these important issues. The review process, however, does not `just happen'. It requires leadership, drive and commitment at the very highest level in the organisation. Any lack of resolve by senior management in the conduct of the review risks being interpreted by staff as a lack of commitment and can lead to reduced effort.
