Sažetak
The trade of exclusively military goods is strictly controlled in the world. However, due to the development of technology and computerization, some products that can be used both for military and civilian purposes appeared on today’ s market. Not until recently have these products been subject to rigorous controls. With the appearance of terrorist threats of wider proportions and the ability of easy access to the components for devising destructive weapons, a necessity for controlling goods for military and civilian purposes emerged. An effective general system of export control of dual – use goods is essential for the compliance with the international commitments and responsibilities of the Republic of Croatia, especially through its contribution in the prevention of spreading the weapons for mass destruction. In Croatia this area still hasn't been regulated, which leads to the necessity for passing regulations for establishing a system of rules that would ensure an export control of dual – use goods. It is expected that in the nearest future a law according to which the dual – use goods will be exported only on grounds of export licence issued by the ministry responsible for economy will be introduced. Passing this law is one of the terms of integrating the Republic of Croatia into the European Union. Also, as a part of its strategy of national security adopted in March 2002, the Republic of Croatia has expressed its willingness and interest for joining the international arrangements and regimes in the field of supervising export of goods and technology.
