Sažetak
This Guide to Demand Planning describes the data requirements for the calibration of the end-use sectors (residential, commercial, agriculture, industry, and transportation) of a MARKAL/TIMES model, and a methodology for the computation of these data as to be employed in the Southeast Europe Regional Energy Demand Planning (SEE-REDP) project. The approach starts from the Reference Energy System (RES) as elaborated within the New Energy Externalities Development for Sustainability (NEEDS) project , augmented for SEE-REDP where necessary, and to be refined by the country experts according to their particular situation. Most notably, it is recognized that there may be wide variations in the availability of the data discussed in this Guide. When data is not available at the recommended level sub-sectors may be aggregated, however to the extent possible the analysts are encouraged to pursue and represent such data in order to establish a robust framework for assessing and planning for future energy demand.
