Sažetak
This paper describes a specific approach contributing to the more efficient design of safety measures at level crossings. A special emphasis is placed on the problem of aggressive driving. The network approach is based on the cost-effectiveness evaluation of a set of level crossings on a railway network. Improvements in safety are treated as investments in risk reduction. Various classes of potential measures are defined (Andrea's cross, flashing red lights, half barriers, full barriers, crossing closure, level separation and combinations with medians where applicable). Relevant investments and maintenance costs are considered as the costs and savings are described as equivalents as compared to the statistical value of life. The savings are based on risk calculations. During the evaluation period, each proposed set of investments formsa scenario of investments. One value, (expressed in Euro) can be calculated for each particular scenario, thus enabling the comparison of several proposals.
