Sažetak
The paper describes the implementation of the management system for the state roads of Croatia. The network of state roads is managed by the Croatian Roads and comprises approximately 7000 two lane carriageway kilometres. An average of 3350 vehicles per day travel on the state road network, 20 % of the network having traffic higher than 5000 vehicles per day. In the last five years some 1100 carriageway kilometres has been rehabilitated, resulting in 15 % improvement of pavement condition. At the core of the current efforts to implement more rational road management system is a Oracle database that is powerful enough to accommodate data on the inventory and condition of all assets, using new network referencing system. During year 2002. data for the state road pavements has been collected: machine based surveys for roughness (IRI), rut depth and skid resistance and visual surveys for pavement surface distresses (cracking, patching and potholes). In addition pavement structure of state roads has been defined including type and thickness of pavement layers and subgrade. Still 35 % of the network have rough longitudinal surface, and about the same percentage has badly distressed pavements. Slippery road surface has been identified on 66% of the network. Rutting is not a widespread problem on the state roads, 85 % of pavements has rut depths less than 10 mm. The identified pavement structures indicated that it might be the problem with frost resistance in some continental regions of Croatia. HDM IV model was used to predict “ back-log” and future maintenance and rehabilitation needs for the network on a long-term basis and the predicted pavement condition as a result of the different investment scenarios. The results will enable the better communication with the politicians. During the year 2003. the further improvement of the road management system is planed in terms of PMS and BMS design, asset data acquisition and management and engineering decision support models. An important aspect of this implementation process is to provide a system that is compatible with existing inventory and road condition database with the goal to select the most appropriate platform for future development.
