Sažetak
This study looks at the most common social indicators used to measure human progress and well-being in the countries of South-Eastern Europe. It compares and contrasts the different indicators used by the European Union, the World Bank (through PRSPs), UNDP (the MDGs and the HDI), and UNICEF (the MONEE project), suggesting that, in addition to creating policy confusion, many of these fail to capture core issues in poverty and social exclusion in the region, much less address increasingly salient spatial inequalties. The importance of input indicators, quality indicators, and the link between outcome indicators and policy processes is also addressed.
