Sažetak
In order to organize the long-term care of small hydro power plants in March 1997 National Small Hydro Power Plant Construction (MAHE) Program was started with the aim to establish an organized system of care for the construction of these plants, increase energy efficiency and to gather experts who would deal with problems in the energy sector of the Republic of Croatia. National Energy Program MAHE is a part of the larger project called Croatian Power Supply Sector Planning and Development – PROHES, which was determined by the Croatian Government to be one of the top-priority strategic tasks in the restructuring of economy and developing energy sector according to the needs of the Republic of Croatia. The aim of the program is to create conditions for entrepreneurs’ activity as well as removing all obstacles to small hydro power plants construction on streams and locations in Croatia that meet all the environmental protection criteria together with the preservation of the natural heritage. This long-term program is based on positive experience of domestic experts together with the experience of EU countries that have successfully undergone the same projects. It should also be stress that small hydro power plants in Croatia are those with an installed power range up to 5 MW. The concept described in article is offered for the defining of the realistic exploitable potential for small hydro power plants in a particular county. That implies preparing documents that would include all necessary activities and surveys for the main project of a small power plant. As all technical solutions have to pass strict procedures related to environmental protection, cultural heritage preservation as well as conditions related to the system of water exploitation. So defined approach on regional level will guarantee adequate solution for defining realistic usable potential for small hydro power plants and that is basic premise for defining energy policy on county level not only for small hydro, but for renewable energy sources as well.
