Sažetak
Study begins with the chapter entitled An Emerging Civil Society, which at the same time means that there is no tradition of civil society in Croatia, due tot he already mentioned reasons. The authors interpret the obtained results on the membership of citizens in voluntary organisations and spending leisure time in European countries and in Croatia. They reach the conclusion that Croatia is in the first stage of civil society i.e. it is at an early stage. At the same time, it means that it is necessary to overcome the state paternalism in individual segments of society that decelerates the development of such a society, and that civil society networks should be developed more intensely.
