Creative HRM analytical models have influence on various organizational processes, as strong consequence of the creative decision making process, which can be analytically improved. It depends of success and quality of creative HRM decision making models in organizations. A making of creative and good business decisions in HRM now became very important for many market organizations in Croatia, especially in public domain. The result of relatively new and creative HRM decision making process is development of relatively complex and analytical decisions that have mainly positive influence on economical and financial organizational HRM flows. In this work we develop relatively new, creative and analytical model in one HRM organizational case on Croatian market, which is able to competitively measure many kind of significant information's which are relevant for the various HRM organizations, institutions and firms. In this relatively new and creative HRM analytical model we have mainly eight basic steps. Every step represents only one analytical rule for the whole creative HRM expert model.
