Sažetak
The main item in this text is weather Croatia really is so democratic country as it has been presenting so oftenduring the HDZ time through mass media? If many people cannot realise the basic human needs and rights (the right to work, to vote and to be elected, and to be equal member of the society with no matter of ethnical or confessional background), we cannot say that the democracy is pretty much developed. We also need relative territorial distribution of equality, what was not the case with Croatia. If nothing else, the paper proved that the HDZ government had an anti-Serbs feeling, as well as negative feelings towards some other ethnic groups. The change of the Constitutional ethnic definition in 199o (with inauguration of new HDZ government on power) provoked Serbs on rebellion in 1991. Furthermore, some other changes of the Constitution connected with elections and ethnic rights to participate in parliamentary work were provocative as well. And finally, we can positively say that it is still not pleasant for Serbs to live in Benkovac, Gračac and Knin area, because of many problems that they face with. Local governmental administration and Croats that imigrated from Bosnia and Herzegovina who occupied their houses, flats and lands, what was the official policy of the HDZ government, produced these problems. Even within one hundreds days of new government, the situation didn’ t change too much. It’ s because the government was not change at local levels, and, although it was something better, they have to wait for better days (maybe for local elections). Unemployment rate among Serbs is much higher than among the Croats, there are no Serbs on political or economic functions, and there is no organised activity for repairing their houses and flats, since government mostly helps to Croats. If there are no Non Governmental Organisations in this area, they couldn’ t live at all. However, at the end we can generally say that the process of interethnic confidence is improving (particularly between Serbs and domestic Croats), but it is still unsatisfactory. The Croats from Bosnia and Herzegovina do not fit in this conclusion. But their relationship with the domestic Croats is also very bad as well as with domestic Serbs, since they belong to different cultural background. The new government therefore has lot of things to change in this area. It is quite provocation, but that needs support from outside.
