Sažetak
The Proceedings contains four keynote and 37 papers from many countries presented at the 3rd ECRR International Conference on River Restoration. Topics of the 3rd Conference were: 1. River restoration as a part of integrated water management ; 2. Technical solutions in river restoration for reconciling possible conflicts in the river basin ; 3. Public awareness and support in river restoration and 4. Experience and possibilities of river restoration in countries in transition. // The third international conference on river restoration was held in Zagreb, Croatia. The conferences are organised every four year. The 1st ECRR River Restoration Conference was held in Silkeborg, Denmark, in 1996. The 2nd ECRR River Restoration Conference was held in Wageningen, the Netherlands, 2000. // The organizers of the Third conference are the European Centre for River Restoration, and Croatian Waters in cooperation with croatian responsible ministries for water management and environmental protection. // The European Centre for River Restoration - ECRR has been excanching information experiances for almost 10 years. The ECRR was established in 1995 as a part of a joint demonstration project between Danmark and the Uniteds Kingdom. In March 1999 the official costituting meeting for the ECRR was helld in Silkeborg, Danmark. The ECRR exchanges knowledge and experience on river restoration. The ECRR enhances restoration of rivers and their riparian areas as an integrated part of sustainable water management in Pan-Europe. // In the recent years, many European rivers have encountered extreme hydrological events, in particular floods and droughts wich create stress on the water resources essential for human and ecological health. Better preparations and sustainble river management is inevitable from many points of view: ecological, hydrological and socio-economical. Floodplains are used by people for many purposes and in different ways. River restoration, or rehabilitation, includes a number of measures with the common goal to restore the (semi-)natural functions of rivers which were disturbed by human activities. In the past, a large number of rivers were regulated to serve a single, predominant purpose. However, big changes take place in Europe regarding the environment, economic and social issues, and these influence also the management of watercourses. It has become clear that most rivers are transboundary rivers and that one country will not be able to solve water quality and quantity problems on their own. Exchange of experiences and practical approaches within the European countries and regions is needed. Awareness rising about the values of intact rivers is still necessary. Those natural streams must be kept in that way and only non-regret measures should be carried out. In the last two decades, much progress has been made in river restoration, and many successful demonstration projects have been undertaken. To implement the EU Water Framework Directive, wise use must become the overall river basin management philosophy with river restoration as an important measure. // The Conference topics are partly derived from an inquiry of the ECRR carried out in 2000 in wich the respondants informed us about their preferences – to focus more on best practices, monitoring and evaluation, habitat restoration, implementation of the WFD, public participation and cost-benefit analysis. // The conference is open to river scientists, landscape architects, managers, policy makers and all those involved in river restoration, in particular members of the ECRR or associate members of the national River Restoration Centres, in order to better facilitate intensive activities, exchange of experience and other forms of knowledge transfer. The activities of the European Centre for River Restoration are not limited to Pan Europe. The European Centre for River Restoration and the organizers of the Conference have involved guests from other continents with existing considerable experiences in river restoration. Participants are expected to give an account of the experiences in their respective countries, with an emphasis on the projects in which they personally take part. // Participants have presented papers on various subjects and representing different backgrounds around the basic theme of river restoration. The third conference generated 41 papers from total of 68 abstracts. By the characteristics of the Conference the diversity of the papers is large. To retain the opinions of the individual writers anything has been changed in the text.
