Sažetak
This lecture identified minority protection preconditions the current candidate countries (Bulgaria, Croatia, Romania and Turkey) are obliged to meet in order to gain the member state status. The lecture surveyed the domestic legislative frameworks for minority protection and examines the annual association reports prepared by the EU Commission. The objectives of the lecture was furthermore to identify the impact of the EU on minority policy in the candidate countries and to examine whether future accession process will result in a minority related legislation expansion and/or consolidation of institutions that provide for better inclusion of minorities. Finally, this lecture argued that despite improved efforts by the EU to incorporate minority rights in the conditionality of the (pre-)accession process, the lack of monitoring systems and firm standards has weakened the potential role the EU could play in stabilizing interethnic relations in some of the candidate countries (i.e. Croatia, Turkey).
