Sažetak
The chapter is dealing with the decentralization policies that has been started to perform in Croatia at the begin of 2000. The first part is devoted to general shifts in central-local balance in Croatia since 1945. That part is followed by examination of two different meaning of policy analysis in the field of decentralization - as analysis of policy vs. analysis for policy. The next two sections are dealing with the problem of advocating policy in different institutional settings and specific questions of decentralization in transtitional questions, respectively. The final parts of the chapter are aimed to an elaboration of decentralization as the specific policy outcomes, with particular emphasis on horizontal vs. vertical dimensions of policy.
