Sažetak
One of the basic directions of sustainable development in Croatia is environmental protection. Passed strategies and measures of long-dated goal of protection and improvement of air, soil and water quality, protection of biological diversity, protection of natural sources, also refer to the field of building and usage of buildings. Application of clean technologies and recycling materials in building materials production, building in ecological materials and decrease of necessary quantity of energy use for heating and preparing hot water are crucial for the strategies of decreasing emissions of harmful gases and environmental pollution, mainly the air. Croatia, as one of the Kyoto Protocol subscriber, has assumed the obligation to decrease the emission of greenhouse gases in the period from 2008 to 2012 in relation to the referential year. Better building thermal protection and application of renewable energy sources are crucial factors for decreasing fossil fuels consumption, so in May 2005, the new Technical regulation on energy savings and building thermal protection took the effect, based on the European standardization. Expected limitation of necessary warmth quantity use for heating buildings is about 30% in comparison so far. The paper deals with overview of main direction and encouragement of legislation in the field of environmental protection and construction and assessment of economic contribution of new regulations in the field of energy savings.
