Sažetak
Hydrogen and fuel cell technologies are proving their technical feasibility and have seen unprecedented support in the research and policy fields in recent years. As the first large-scale demonstrations aiming to develop the markets take place across the European Union, individual nations will need to devise strategies for tackling the eminently complex development of these new energy systems. Portugal faces considerable challenges in meeting its renewable energy, greenhouse gas emissions and energy security targets. It is nevertheless gaining momentum in the formulation of a coherent vision: the set up of an industry-supported association and an innovative SME are sowing the seeds for accelerated take-up. The present paper sketches the first steps for developing a hydrogen strategy for Portugal. The methodology analyses qualitatively the potential for this transition through a logical sequence: the present situation of the national energy system and the long-term vision for hydrogen deployment are sketched, to then analyse what are the key implications for hydrogen energy systems. A review of Portuguese energy supply and imports, markets, renewable resources, climate policy and activity in the hydrogen arena, leads to an assessment of the present and future potential for the development of several different hydrogen energy pathways (spanning fossil-fuel and renewables-based chains, central or decentralized systems, transport vs. stationary end-uses, with or without carbon sequestration). The discussion also includes a review of possibilities for the stationary and transport sectors, based on two demonstration experiences. The conclusion is that there is a growing need for a cross-cutting R&D and policy agenda for hydrogen and fuel cell technologies in Portugal. Given the resources and demands, the main priorities for deployment are centralized systems based on natural gas reformation in the short term, and early groundwork for systems for distributed hydrogen production with municipal waste and wind electricity in the mid and longer term. It must be noted that there is no one optimal hydrogen energy system, and those prioritised in the current paper do not preclude the validity of others.
