Sažetak
Texts concerning human rights refer to "international standards", "basic rights", "fundamental freedoms", and similar rather vague general expressions while requesting the protection of international law in the field. Thus, for example, the Arbitration Commission established within the framework of the Conference on Yugoslavia ("Badinter Commission") considered that in the process of dissolution of the SFR of Yugoslavia "the peremptory norms of general international law and, in particular, respect for the fundamental rights of the individual and the rights of peoples and minorities" were binding on all the parties to the succession of Yugoslavia. (...) The sources of "the rights of peoples and minorities" considerably differ from those in the field of the rights of the individual. Although the rights of peoples are an extremely interesting and provocative theme, in the present article we shall deal only with sources relevant for the protection of minorities. - CONTENTS: I.
