Sažetak
This paper examines tobacco economics in Croatia, mostly the issue of taxation and price elasticity of cigarette demand. The tobacco industry is a significant part of the Croatian economy, characterized by almost monopolistic domestic cigarette industry. The share of taxes in the retail price of cigarettes is about 75%, what is in line with the share of taxes in EU countries. It leads to conclusion that there is not much room left to increase the excise taxes in the future. Croatia is at par with the prevalence for all countries in 2000 i.e. about 30% of adult population are smokers. In this paper we used the Household Budget Survey data in order to estimate the cigarette price elasticity. Cigarette consumption in Croatia is price inelastic (-0.36). When considering the health issues, inelastic demand points to the fact the tax increases on cigarettes alone is not the single, most optimal tobacco control tool.
